"If there is a red flag at any time during practice or qualifying all cars must return to their Teams designated area in the inner lane."

Parc fermé is Post Qualifying only — during a red flag the session is suspended, not ended. Mechanics may work freely.

Art.45 — Post Qualifying and Post Race Parc Fermé

"Only those officials charged with supervision may enter the parc fermé. No intervention of any kind is allowed there unless authorised by such officials."

Parc fermé regulations apply after the session ends — not during a red flag suspension.

Art.33.5 exclusion applies only to a session designated as qualifying at the time the red flag occurred. A red flag in FP is governed by Art.31.4 regardless of how results are later used. Confirm with Race Director / Stewards before the session if this situation may arise.
